What is the difference between owning and renting an apartment in New york? When you buy it do you actually own it? What is the difference? Can't you just rent it and save a whole bunch of money? I've seen apartments for sale in new york for over $200,000

As the executor of the estate, do I have to turn on the gas?
The apartment for sale has been empty for a year and is now in escrow that is suppose to close by the first of the month. The inspection has been made, but some things could not be inspected because the gas is turned off. They are now telling me I have to have the gas turned on. My reasoning is that the apt is being sold as is and the homeowners warranty would cover if something didn't work. Do I still have to have the gas turned on? I meant to say that my reasoning for not turning on the gas is that the apt is being sold as is.

Questions on real estate?
In a 3-4 story walk up apartment building is it more expensive as you go up or more expensive as you go down. For example lets say there are two apartments for sale in a building. Apartment 1 It is on the first floor Has 2 bedrooms 2 bathrooms has been remolded and is 1200 square feet Apartment 1 may have lead painting and Radon as well. Cost 159,900 Apartment 2 Is on second floor Has 3 bedrooms , new windows about 3 years old., remolded 4 years prior it is 1700 square feet Cost 159,000 Which one should be morre expensive ? Aparment 2 has two bathrooms as well. Apartment 1 according to the disclosure report has a other things wrong at least around 2-3 things but the report was hard to read. So there may have been more things wrong as well. The report also had a seperate lead paint report and included as well as a seperate radon report Also I think for apartment 1 it was just the kitchen that was redone. The Seller of Apartment 2 claims that it was the whole apartment . So all of these factors the lead paint, the radon, the other things on disclosure report, 1200 Square Feet vs 1700 Square and feet 3 bedrooms vs 2 would make me think that apartment 2 would be cheaper. Apartment 2 seems to have better appliances. Also apartment 1 it says that the cabinets are new and the counter tops but the appliances looking cheaper. Also apartment 2 includes parking but apartment 1 does not seem to.
